Defence civilians will also include the Govt. servants of the following establishments:
  1. Defence Accounts Department (DAD)
  2. General Reserve Engineer Force (GREF)
  3. Coast Guard
  4. NCC whole time officers granted permanent commission and Military Nursing Service (MNS-Local),or the purpose of pensionary benefits are also governed by the provisions of Central civil Service (Pensions) Rules 1972. Defence civilians comprise of two categories: Industrial and Non Industrial

Definition of Pension:

Pension is worked out at 50% of emolument or average of emoluments drawn during the last 10 months period preceding the date of retirement which ever is beneficial.

Emoluments : 
Pay in pay band plus Grade pay, stagnation increment and non-practising allowance granted to medical officer in lieu of private practice, are treated as emoluments for the purpose of pensionary benefits.

Qualifying Service :
The service rendered by Govt. servant upto the date of retirement after completion of 18 years of age is treated as service qualifying for pension provided the service has been rendered under the Govt. and is paid by the Govt. 

Non qualifying service: 
The following periods of service do not qualify for pension: 

  1. Period of extra ordinary leave without pay on private affairs.
  2. Casual / daily rated service
  3. Service paid out of contingency
  4. Suspension period, if not treated as duty
  5. Dies-non
  6. Period of break in service
  7. Service rendered before 18 years of age
  8. Service rendered on contract

The minimum qualifying service required to earn pension is 10 years and minimum 20 years in case of V.R.S.

The minimum amount of pension in respect of those Govt. servants who retire/die on or after 1.1.2006 is Rs. 3500/- p.m. and maximum pension is Rs.45000/- p.m.

The limit of minimum and maximum amount of retiring pension as fixed by the Govt. from time to time is given below.

The quantum of pension available to the pensioners shall be increased as follows :-
